Meaning of Adequate Housing

While acknowledging that social, economic, cultural, climatic, ecological and other fac­tors, in part, determine adequacy, the RED PACT-AFRICA INITIATIVE identified the following as essential com­ponents of adequacy, they form the dimensions of the Housing Adequecy Index:

  • Legal security of tenure

  • Availability of services, materials, facilities and infrastructure

  • Affordability

  • Habitability

  • Accessibility

  • Location

  • Cultural Adequacy

It stated that, regardless of their level of development, countries and cities must take certain steps im­mediately to guarantee the right to adequate housing.  One such step is monitoring to ascertain the full extent of homelessness and inadequate housing within its jurisdiction.
