Meaning of Adequate Housing
While acknowledging that social, economic, cultural, climatic, ecological and other factors, in part, determine adequacy, the RED PACT-AFRICA INITIATIVE identified the following as essential components of adequacy, they form the dimensions of the Housing Adequecy Index:

It stated that, regardless of their level of development, countries and cities must take certain steps immediately to guarantee the right to adequate housing. One such step is monitoring to ascertain the full extent of homelessness and inadequate housing within its jurisdiction.
